The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self-motivated and detail-oriented individual to provide support as a Charitable Grant Analyst within the Client Services Branch.

This position is required to work on-site, reporting to the Manager, Grants and Regulatory Engagement.

Summary
The Charitable Grant Analyst is a gaming regulator primarily responsible for conducting the financial assessment, analysis, and approval of submitted financial reports related to the eligibility of pending charitable gaming grant payments within Saskatchewan Liquor and Gaming Authority’s (SLGA) Charitable Gaming Grant Program. This role involves identifying and examining trends within the Charitable Gaming Grant Program and the charitable gaming sector, as well as proposing necessary industry initiatives and modifications to terms, conditions, and policies. Additionally, the Charitable Grant Analyst serves as an educational resource, helping to develop and deliver programs designed to train charitable organizations, bingo associations, gaming suppliers, gaming employees, and SLGA staff on various aspects of charitable gaming.

Primary Responsibilities
  • Thoroughly examine, audit and analyze banking statements, financial reports, and statistical data submitted by the provincial charitable gaming sector.
  • Provide a comprehensive, detailed analysis and the initial approval or denial for all proposed payments under the Charitable Gaming Grant Program.
  • Clarify the interpretation and application of The Criminal Code of Canada, The Alcohol and Gaming Regulation Act, 1997, The Gaming Regulations 2002, all gaming license Terms and Conditions, and policies related to industry regulations.
  • Engage with stakeholders through various methods, including writing explanatory letters, calling key individuals for discussions and feedback, organizing and conducting consultations, training sessions, informational meetings, and surveys.
  • Support the branch and senior leadership by delivering critical inputs and data which assist management in preparing materials for discussion topics, briefing notes, and other communications that address industry-related issues and branch-specific initiatives.
  • Coordinate with SLGA internal branches, SK government departments, law enforcement, and external stakeholders such as bingo hall management companies, raffle management companies, breakopen ticket suppliers, and companies involved in marketing the gaming industry across Canada.
  • Develop and deliver training programs to charitable organizations, bingo associations, gaming employees and government organizations. Assist with new hire training.
  • Contribute to the development and testing of system applications, specifically AMANDA, which is essential for managing data related to charitable gaming in Saskatchewan, to ensure that these applications effectively track and verify financial, statistical and regulatory compliance data.
  • Identify and address policy issues, including the creation of new policies.
  • Assist with planning and developing initiatives to fulfil the branch's and the charitable gaming industry's ongoing needs and establish branch goals and objectives.

Required Technical Knowledge, Skills and Qualifications
  • Successful completion of a degree or diploma in Accounting, Commerce, or Business Administration with a concentration in Accounting, supplemented by a minimum of two years of progressively responsible experience in financial analysis.
  • Ability to provide in-depth analysis on financial and statistical data relevant to the charitable gaming industry and the Charitable Gaming Grant Program.
  • Ability to understand and adapt to the various issues and concerns within the Charitable Gaming Grant program.
  • Demonstrated ability to develop and deliver formal and informal education and training programs at various client levels.
  • Superior oral and written communication skills, along with the proven ability to work effectively with a large and diverse group of stakeholders.
  • Ability to utilize word processing, database, spreadsheet, communications and other software with speed and accuracy.
  • Ability to handle a high-volume workload, with pressures coming from external and internal stakeholder demands, while meeting established timelines, taking into consideration resource limitations, organizational objectives or goals, and frequent interruptions to schedule.

Licensing Requirement  
This position is required to obtain and maintain an SLGA Gaming Regulator Certificate of Registration.

Travel Requirement  
This position requires occasional travel.

Working Conditions
Core office hours are 8:00 a.m. and 4:45 p.m. Monday to Friday, with earned days off taken at their own discretion, excluding statutory holidays such as New Year’s Day, Good Friday, Easter Sunday, Remembrance Day and Christmas Day. The majority of the work day is spent sitting at a desk keyboarding.  

In the course of their duties, a Charitable Grant Analyst may need to interact with customers who are experiencing frustration or dissatisfaction.
