The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self-motivated and detail-oriented individual to provide support as a Gaming Integrity Investigator within the Gaming Integrity and Licensing Branch.

This position is required to work on-site, reporting to the Manager, Gaming Integrity.

The Gaming Integrity Investigator is responsible for providing regulatory oversight of gaming operations across Saskatchewan. Appointed as Special Constables as per The Alcohol and Gaming Regulation Act, 1997, they conduct inspections and investigations into charitable gaming, casino operations, gaming suppliers, technical gaming systems, unlicensed gaming activities, and lotteries. They ensure compliance with provincial and federal legislation, including the Criminal Code, the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), and anti-money laundering (AML) requirements, while also supporting various SLGA branches such as Charitable Gaming, Registration, Grants, and Liquor Licensing. Their assessments and investigational findings directly inform SLGA decisions to uphold public trust and maintain the integrity of gaming in the province.

Primary Responsibilities 
  • Investigates violations of The Alcohol and Gaming Regulation Act, 1997, casino and charitable gaming legislation, other applicable legislations, directives, terms and conditions, and the Criminal Code of Canada.
  • Ensures compliance with anti-money laundering (AML) regulations and the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) requirements by reviewing casino financial transactions and reporting practices.
  • Conducts inspections and investigations of charitable gaming events, including electronic raffle systems, to ensure compliance with legislation and provincial operating requirements.
  • Conducts in-depth due diligence investigations of gaming suppliers and employees, including background checks, financial and criminal history analysis, interviews, and eligibility assessments.
  • Investigates unlicensed gaming activities, including illegal raffles on social media platforms, and collaborates with law enforcement agencies.
  • Conducts technical investigations and regulatory oversight of gaming equipment and software, including slot machines and VLTs, ensuring inventory accuracy, system authentication, and compliance with provincial standards.
  • Provides regulatory oversight of lottery operations within the province.
  • Prepares detailed investigative reports and regulatory assessments for licensing and enforcement decisions.
  • Advises and educates licensees, registrants, and the public on gaming legislation and compliance requirements.

Required Technical Knowledge, Skills and Qualifications
  • Minimum of five years’ experience in law enforcement, typically gained through performing police criminal investigations, enforcement duties, and related investigative functions.
  • Must meet the qualifications to be appointed as a Peace Officer under The Saskatchewan Police Act.
  • In-depth knowledge of federal, provincial, and municipal acts and legislation, including the Criminal Code, FINTRAC, AML regulations, and statutes related to liquor and gaming.
  • Knowledge of regulatory enforcement practices, inspection protocols, and judicial procedures.
  • Ability to conduct background checks using the Canadian Police Information Centre (CPIC), Equifax, and other investigative tools.
  • Knowledge of technical investigations and forensic accounting principles and practices.
  • Strong communication and conflict resolution skills, with the ability to collaborate effectively with diverse stakeholder groups.
  • Ability to create accurate, detailed reports and provide sound regulatory recommendations.

Physical Requirement
Ability to be able to push, pull, lift, and carry weights up to 23 kg (51 pounds).

Licensing Requirement 

This position requires Gaming Regulator Registration.

Travel Requirement 
This position requires travel within and outside the province, sometimes during inclement weather and/or poor travel conditions. Overnight stays are also required.

Working Conditions
The work period for a Gaming Integrity Investigator is unregulated within any working day or series of working days, consisting of 224 hours and 2 earned days off in 6 weeks and no more than 12 hours in a day or more than 6 days in a calendar week.

This position requires work hours that correspond with peak times for casino gaming and licensed
charitable gaming functions. As such, regular evening and weekend work is the norm.
